NIH Appropriations Action Alert – Immediate Action Requested!

Congress is working to finalize the FY11 appropriations process in the closing days of the lame duck session.  Of specific interest to MLA and AAHSL, the Continuing Resolution level-funds existing institutes and centers at the National Institutes of Health and provides $25 million in new funding to support the Cures Acceleration Network (CAN). CAN is a new NIH program established in the health reform bill designed to speed the translation of basic biomedical research findings into better clinical treatments and cures.

Appropriations Update FY2011

The House of Representatives passed a Continuing Resolution for fiscal year 2011 that funds most departments, agencies and programs of the Federal government at current FY10 levels through the end of FY11 (Sept. 30, 2011).  The fate of the continuing resolution is uncertain in the Senate. Senate Democrats have been working to finalize the 12 individual appropriations bills for FY11, none of which have been enacted into law.  

 Of note, the resolution provides funding (up to $25 million) for the “Cures Acceleration Network” at the National Institutes of Health.  This new program was authorized in the health reform legislation and is designed to speed the translation of basic biomedical research findings into new treatments.  The resolution also provides additional funding to the Health Resources and Services Administration for health professions training activities, with a focus on primary care.

Pennsylvania’s “High-Risk” Insurance Plan Sees Success

Pennsylvania’s new “high-risk” insurance plan, which was created to provide health insurance coverage for the uninsured with pre-existing health conditions, is showing early signs of success, with enrollment significantly higher than comparable plans in other states. So far, more than 1,650 people have enrolled in the PA Fair Care program at a cost $283 a month. To be eligible for the program, individuals must have at least a six month gap in health insurance coverage and must be unable to obtain coverage because of medical conditions. According to the state Insurance Department, the program can cover up to 3,500 total enrollees. Similar programs in other states average about 10 percent capacity or less, according to the U.S. Department of Health and Human Services. Nationwide, only 8,011 individuals have enrolled in high-risk pools as of Nov. 1.
